Not reliably, unless they tell you.

The amount of bandwidth to consider would be:

* how much they have in their core
* how much they have upstream
* how much they have toward peers

In my experience, however, you're likely not going to get 
this information from your ISP, unless they have a really 
compelling reason to share it with you.
