What you are describing is the AfriNIC Policy Development Process - 
which already exists and is extremely active for those that bother to 
participate.

There is however a limited extent to which AfriNIC can stick its nose in 
this kind of national politics without themselves pseudo-regulating the 
telecoms market in that country.

I think that there is scope for AfriNIC to consider policies that 
prevent gross abuse of IP resources allocated to an LIR. However the 
primary responsibility for this lies with the national governments and 
regulatory bodies.
