IPv6 can be tunneled over IPv4.  You'll need to do some translation 
at some point if the other end is IPv4 only.

In this case, one of the problems was the price the ISP charged for 
IP addresses.  You still have to pay for that if you are using the 
ISP's link to reach the outside ISP.
