stuff such as this has been seen before, many times.  and getting your
own space from afrinic does not help because the greedy <bleeps> will
not route it.

the only paths are at layers eight and nine.  first, is there any hope
at the policy level within the country?  then i suggest naming names
very publicly, both here and on the afrinic list.
