arin has not got it's half organized yet so i will save and
share with them when that happens.  we will 
  o accumulate applications
  o make sure this is in sync with any applications arin
    gets
  o see that applications are privately archived for nanog
  o coordinate with arin's board on recommendations
  o report recommendation(s) to the nanog sc
