There is no distinction between the criteria for PA and PI assignments 
in the IPv4 policy. The document to look at is on our web site, here:

There is no requirement to be multi-homed and there is no minimum 
assignment size. In theory you could see networks as small as /29 being 
announced. However, most organisation requesting PI network prefixes 
longer than /24 tend to use the addresses for private networks that need 
unique address space.
