Agree, but this is TE on a (typical) transit circuit, 
which could have some "price" attached to it, either high 
latency or high cost, as you describe - so TE and 
bandwidth management are warranted here. The exception, 
of course, being if your core spans significant distances 
and latency/cost of circuit "length" could become an 
issue.
