The 3600 is RISC-processor based platform. Typically, we would be 
able to get more information from the "show stacks" command to 
identify the bug in IOS causing the bus error; but since the router 
isn't booting, we probably can't get that.

I think it's a software bug - suggest you upgrade your IOS via 
Xmodem or TFTP in ROMMON mode.

I'd recommend IOS 12.3(21)GD, as long as you have enough flash and 
DRAM memory.
