This is so true. But I would like to think that in any case packets are 
not going to be dropped if the traffic is in contract, unless there are 
link issues. So I guess the issue here is to monitor the ISP for 
dropping conforming traffic, if you can prove that your dropped packets 
did not violate/exceed the traffic contract.
