well, pathchar and pchar (both need a *NIX environment to compile 
IIRC) will try and measure your throughput... To use them you 
probably want to take off other loads from your link.

Also, you may want to run them at different times of the day - 
assuming of course that has an impact on your link. (Feel free 
to try the phases of the moon as well).
