Not helping you much, but it's easy to do in Exim.

However you'd need to make sure that the mail client does not bypass your
outgoing mail relay, e.g. by blocking port 25 (although if they are clever
they will use a different port to send outgoing mail, or tunnel it through
ssh, or ...)
