are you trying to get a full table from your provider?
i don't see your filtering anything from him - with 32mb of RAM on a 
3640, you will definitely not handle a full feed (although bgp will come 
up, and then restart because of memory problems.)

what does a 'sh log' tell you?

you could upgrade memory - you'd need at least 128Mb for a full feed, 
and 12.2 is also fairly memory hungry.

if this is your only/primary provider, could you ask them to send you a 
default route instead?  if you have multiple providers, then perhaps 
you'd want their routes + a default route?

to save on memory, you could also disable 'soft-reconfig' under bgp, and 
other services that the router is running that may not be useful to you.

in additions, ISP essentials has other useful configuration hints;  like 
  applying ACLs to your snmp communities...  :)
