Typically, if you are updating any packages on SuSE,
running 'you' will bring up a portion of YaST that
connects to a remote server and installs the latest
patches.
If you want to upgrade KDE itself, well, you can do that
with 'apt', but it's not supported by SuSE, and you will
most likely break several things (although you will have
the latest version of KDE running).
The recommended way to upgrade the system (especially
tricky components such as KDE), is to install the latest
version, which is 9.3. You'll be sure of support,
stability and security.
However, you could also install KDE from source.

If you install from the CD's, that will be taken care of
automatically. Same if you use 'apt'. If you install
from source, you'll most likely have to handle
dependencies by hand.
