	I was referring, semi-seriously, to the part of the problem
	that could be solved technically, i.e.: better code quality,
	and making software vendors more liable for security holes.

	Any other solution such as mandatory authentication that might
	limit the frauds you define, even if part of it will be technical
	(certificates, trusted identifiers, ...) it's still mostly one large
	administrative mess.
