not really.  for obvious counterexamples, ask in iran, the 
vatican, ...  (and don't play "they govern" word games).

this government rules stuff is our current northern/western
culture.  do not assume it for the rest of the world.  they
actually have varied customs, at least until we bomb them into
peace and democracy.
