Yes because all RIRs (not AfriNIC only) are registries with
IANA. And this is because they (IANA) manage the whole Address
space and allocate IP address and ASN  blocks to RIRs according to
their needs (so the need of their community). do not inflect any
regional policies in contrary, RIRs (trough the ASO) propose
global allocation policies to IANA according to what appear to
be their different stakeholders need!

So first of all this is not apply to AfriNIC! But to be more precise
'working together to develop consistent policies' here doesn't
refer to regional policy but to global polices, such as how IANA
manage address allocation to RIRs etc...that have nothing to do
with regional policy which are solely developed by the local
community.
