Yes, but the problem is that the pundits are talking about the above -
and spam, cyber-crime, pornography, copyrights, cryptography in the
same breath.....
What we need to do is make recommendations that help (govts) address
these concerns while at the same time ensuring that we don't duplicate
or try to replace existing functional institutions/procedures.
