This piece in _The Guardian_ says that ISPs in Zimbabwe are being
pressured to act in the role of law enforcement.

I have to confess to being a little surprised that a government that was
unsure of its ability to enforce unpopular laws would try to draft
unwilling people with counter-incentives to do its job for it.  Heck, it
seems like they might get a taste for it.
